The creation tool in The Sims 3 Create a World is completely customizable, so you can customize and adjust it to your needs. It's also expandable, ie you can use it with each expansion that appears The Sims 3. As a great artist, you can sculpt the terrain, paint, add routes, masks, set sea level at the desired height, add roads, sidewalks, the sun or other elements, and finally load it in The Sims 3 game, so they can live in their own world.
